So whoB次元官网网址檚 the criminal here? Why is there swift and expensive justice on one hand, and a slap on the wrist for the other.

Premier David Eby calls the one doing the illegal rental a B次元官网网址渟peculatorB次元官网网址� who is admonished by the premier for being greedy. As for the other? It seems itB次元官网网址檚 just business as usual. Can someone explain the logic to me?
