Neighbours say bylaws not being enforced at future Victoria access hub

A property at 2155 Dowler Place, which is slated to be an "access hub" to help reduce the impacts of homelessness, has garnered concerns from some North Park residents who say the property is not compliant with city bylaws.

Neighbourhood residents are calling on the city to hold off issuing an occupancy permit until due process is followed and an outdoor accessory building they contend breaches city zoning bylaws is dismantled.

In June 2024, the city announced they would be providing up to $1.8 million in operating funds for the facility, and they provided a grant of $300,000 to help SOLID Outreach Society, a local homeless outreach organization, to acquire the Dowler Place property.

The move to create the facility has been met with from some members of the neighbourhood.

A news release from some concerned North Park residents, called the , claim the city should delay the occupancy permit as they say an accessory building on the property is non-compliant with a number of bylaws.

The group says the accessory building is located in the side yard of the property, rather than the back, without a variance permit; there is no building permit for the accessory building despite it exceeding 10 square metres; and the foundations are located on public lands without a land use agreement or easement.

The city, however, says they are working with SOLID to bring the "outdoor structure" into compliance.

"No permit will be issued for the exterior structure until it is deemed compliant by the chief building inspector," noted a statement from the city.

At the first announcement about the facility, SOLID executive director Jack Philips explained that the facility will offer food, harm reduction services, health care and connections to long-term support.
