Is Mr. Sawyer suggesting that transport vehicles using such bridge would be somehow powered by a magical source of energy while using the bridge? I suggest not and all that would accrue is the exhaust gases would be released at another point.

I am totally confused about his claim of reduced traffic on the Pat Bay going up island. The last time I checked a map the Pat Bay Highway is an extension of the mainland highway running from the Swartz Bay Ferry Terminal to the bottom of Douglas Street in Victoria. It has no up island connection.

Of course the reality is that a bridge to Moses Point or the other alternative of using the shorter distance across the Finlayson Arm southwest of Brentwood Bay to south of Mill Bay will increase traffic on West Saanich Road and local neighbourhoods as well as the Pat Bay.
