The plan, developed by Colwood, WestShore Chamber of Commerce, Sooke School District, First Nations and others is to transform the Royal Bay gravel pit into an arts centre, to be aligned with the planned Royal Bay secondary school.

Plans include a 550 to 600 seat theatre, an aboriginal cultural centre and a new home for the Canadian College of Performing Arts.
